[cisco-bba] Per Virtual Access Load Sharing

We are currently using a Cisco 7206 VXR running 12.2(16)B1 to aggregate 
PPPoE connections which are delivered to us from 3 remote devices over 
L2TP.   We currently have about 500 users connected over this 
network.    Each PPPoVPDN connection is bound to a virtual interface.

The L2TP path is currently experiencing congestion.   Due to the attitude 
of the incumbent telco, it is not currently possible to increase the path size.

Is there any way to configure the router to balance outgoing traffic on a 
per Virtual Interface.   All the Virtual interfaces are sub interfaces of 
Virtual-Interface 3.
