[cisco-nas] isdn map command and pots dial-peer

Here is a snippet from the 7200 config.

dial-peer voice 11 pots
 destination-pattern 1[2-9]..[2-9]......
 progress_ind setup enable 3
 progress_ind alert enable 8
 progress_ind progress enable 8
 progress_ind connect enable 8
 direct-inward-dial
 port 3/0:23
 forward-digits all
 prefix 1010432

dial-peer voice 2 pots
 destination-pattern 1800.......
 port 3/0:23
 forward-digits all

The pots dial-peer 2 had pretty much all the same
other settings as the 11 dial peer, but same issue and
we stripped it down and have same issue when the isdn
map is under D channel.

All other 800 #s go out the 2 dial peer fine except
the number we have isdn map for. When isdn map is
removed it goes out the 11 dial peer and prefixes 1010
number and call fails.
