[cisco-nas] WIC-1B-S/T "L1 deactivated"

Hi,

I'm giving up (and now ask here). I'm trying to do some very basic
DDR using a 3640 with WIC-1B-S/T on NM-2E2W:

Slot 3:
        Combo 2E, 2W Port adapter, 4 ports
...
        WIC Slot 1:
        BRI S/T - 2186 WAN daughter card
        Hardware revision 1.3           Board revision A0
        Serial number     10368460      Part number    800-01833-02
        Test history      0x0           RMA number     00-00-00
        Connector type    Wan Module
...

interface BRI3/0
 no ip address
 encapsulation ppp

but:

ISDN BRI3/0 interface
        dsl 24, interface ISDN Switchtype = basic-net3
    Layer 1 Status:
        DEACTIVATED
    Layer 2 Status:
        Layer 2 NOT Activated
    Layer 3 Status:
        0 Active Layer 3 Call(s)
    Active dsl 24 CCBs = 0
    The Free Channel Mask:  0x80000003
    Total Allocated ISDN CCBs = 0

"deb isdn q921" and shut/noshut did give no debug info at all.

Cisco IOS Software, 3600 Software (C3640-JS-M), Version 12.3(8)T6,
RELEASE SOFTWARE (fc2)

I swapped cables, plugged the WIC directly into the NT, and even used
another router (2621) with a different WIC-1B-S/T without success:

IOS (tm) C2600 Software (C2600-IK9O3S3-M), Version 12.3(12), RELEASE
SOFTWARE (fc3)

What am I doing wrong? Other devices like an ISDN phone work flawlessly
on the same S0 bus.
