[nsp] WAI-T1-4RJ48 vs. WAI-T1C-4RJ48

AFAIK, WAI-T1C does only CES. 

When LS1010 recognizes this PAM, it creates CBR interfaces only.
I don't know the way to change it -- my guess is, it is hardware
functionality, and is not configurable....
