[nsp] RIB failure when using backdoor network

CSCdp12004 is not integrated in 12.0S branch so there are basically no RIB
failures on 12.0S.

I don't know why CSCdx26714 is marked 'to be integrated' in 12.0S. Doesn't
make sense. Seems it will just be ignored.
