This is one aspect.  The other thing to keep in mind is: if you have
multiple routers, every one of them generates a 10.0.0.0/8 announcement, 
and one of them looses his connection to the remaining routers, you do
*not* want that box to announce the BGP route to its peers (because it
can't reach the core anymore).

So the answer is (like about everything related to BGP) "it depends on
what you want to achieve".

I strongly recommend the Halabi book, as it discusses all those issues.
