HEre in the states CPE is everything beyond the smart jack. As for CSUs for DS3 equipment try Adtran, and yes you can terminate with HSSI...but I don't know about in this situation, since you need multiple IFs ont he cisco...If you're terminating this many end users you'll probably want to bump into a 72xx series.
