If you are Cisco on both sides, run CEF "per-packet" load balancing.
You should balance the links very close to what MLPPP can provide, with
lower CPU.

Hi folks,
 
do you think I can use a 1720 as a CPE to push 4 Mbps of Internet
traffic to my customer?
 
There would be nothing like access lists or any other CPU-intensive
configs on it - except Multilink PPP to bundle the two E1s together.
 
Of course, if somebody has a better idea than MLPPP to share load on the
two links, he is welcome to speak.
