[nsp] My Catalyst 2948G locked

I have seen this on a customer 2948G who I consult for.. I have not determined
the cause and a power cycle was the only apparent fix

One point of note tho is to find out about sdm and ensure you have adequate sdm
memory assigned, when it overspills i have seen the cpu goes 100% and appears to
be locked - its not quite locked, just very slow - of course in a box with
heavier load you would see it completely unresponsive. 

allocating more time to process and less to interrupt helped a little to allow
connectivity during problems to assist diagnosis

i think theres quite a few issues with 2948G, my customer is in the process of
moving to alternative hardware
