[nsp] Cat 6509 to 2621 load balancing

Cat6xxx really wants to L3 switch your packets.

In short you dont want to do per packet, you need to disable all forms of 
L3/fast switching to make this work. So disable mls, disable ip route-cache and 
it should do the trick but your switch will run badly!
