[nsp] qos pre-classify

	Hi, 

	I'm trying to configure qos on tunnel interfaces. There is a
tunnel between the office and hq, and ssh traffic needs to be
privileged. I tried the configuration below , however it doesn't' seem
to work, i.e when there is high traffic, ssh doesn't' work well. Any
ideas ? Btw tunnel interfaces don't accept cbwfq, so I tried changing
the precedence.
