Enable cef globally 'router(config)#ip cef'. This should improve things 
significantly. I'd also take a look at that policy route and if its necessary, 
consider adding route-cache flow to fas2/0 and ip flow feature-accel.

>From the sounds of it, almost all none of your traffic should have to be 
process-switched, so watch for 'IP Input' to drop to near-0 values..
