[nsp] hspr prob - can't ping active address

Is that a feature found in releases greater than 12.1(8a)E5 ?  I'm running
that on a 9509 MSFC2 and there is no 'standby redirect' .  Infact, I can't
even do a 'debug standby events icmp'.
