[nsp] wan qos and bandwidth management

Howd'y folks

I am looking for ideas on how to go about this. 

I have a network that spans the country  and need has arisen for us to offer 
bandwidth gurantee's between  different cities for different customers. We do 
use cisco devices all over the place and manual implementations using IOS 
doesnt seem  to be scaling well.

My requirements are two fold for now:

-  qos for different customers over the wan between different cities
- enforcement of the called capacities across the wan.

- Are there out-of-the-box devices out there that will meet my requirements?
- My boss thinks that we should go MPLS  way, ( I am quite green in this 
area :) ) , does MPLS  offer QoS  or bandwidth management for that matter?

any ideas and suggestions will be highly appreciated regards
