No. MPLS prepends a tag at ingress, then forwards based on that
tag instead of dst IP. It doesn't _ipso facto_ include any
special traffic shaping intelligence. (Yes, one can create MPLS
TE tunnels and apply CoS or Qos on those...)
MPLS has its place, but it's not a miracle cure for all network
problems. I've tickled some bugs c/o MPLS implementation, and
AboveNet got bitten by MPLS monsters when they deployed it.
Proceed cautiously if you decide to run MPLS.
