But J still unnecessarily resets BGP sessions in case you change
anything which changes export policy. E.g. changing metric-out on a
neighbor resets the session. Until recently, if you did this with the
first neighbor of a group, all other sessions resetted in the group.

J thought this is "right". They just go the lazy way though. It's all
internal lazyness. After long debates they changed their defense
argument that they didn't wanted to implement the necessary internal
complexity to avoid resetting session, motto "we do not want to risk
bugs there".
