[nsp] APS manual switchover

Well, thanks Bruce,
I read it before posting.
Doc is not very clear.
I tried both commands - and if forget about "higher priority" they work the
same
"you are not using the "aps revert" command..." I have revert configured and
aps force works
Again - 30 sec is it normal ?
