[nsp] Rate limiting for PPPoE

You can rate-limit on a per-user basis via RADIUS for any type of PPP
session. In the user profile, you would need to use the Cisco-AVPair
vendor specific attribute. The interface-config attribute allows you
to apply any configuration command to the vaccess interface the user
is terminated on. For rate-limiting, an example would be:

Cisco-AVPair = "lcp:interface-config=rate-limit output <a> <b> <c> c t e d"
