[nsp] BGP Best Path Selection Algorithm

Think of it this way:
1) Most specific route wins.
2) If multiple matches at the same prefix length, lowest administrative
distance wins.
3) If two (or more) matching BGP routes have the best administrative
distance, the BGP path selection algorithm takes effect.
