[nsp] Trouble Making 7digit call

I'm trying to troubleshoot a cisco platform for voice calls, using an
ISDN PRI.
This should be a 7 digit local call. It completes successfully if I dial
1+ 10digits. (Seen at bottom)
I am a newbie in Cisco Voice products, but I'm trying to help a friend.
Here is my debug output.
