[c-nsp] Turning PVCs into VLANs

I don't want to restart the router/switch discussion but when it comes to handling MAC´s, a L3-switch is the best tool for the job. Unless someone has a way of using MPLS to achive the same result. We are currently investigating if the Flexwan with PA-A3-OC3MM can do the job. If it can I belive it would be the best / cheapest way to do it.
