[c-nsp] device shows no link on 6509, but works on other switches

1) Turn OFF inline power (assuming you are using it). Do not leave it on auto.
2) Try a 200ft ethernet cable (we ran into issues with some gear where
it looked as if the line buildout was doing something weird. The end
device only worked once a very long patch cord was introduced.
