[c-nsp] Trying to set vtp v2 mode fails

Tried removing vlan.dat:
cat35#del flash:/vlan.dat
Delete filename [vlan.dat]?
Delete flash:/vlan.dat? [confirm]
cat35#vlan data
cat35(vlan)#vtp v2
V2 mode enabled.
cat35(vlan)#exit
VLAN 1003 parent VLAN missing
APPLY failed.
