We fixed a bunch of counter bugs for dMLPPP for the MCT3 PA around
the 12.0(25)S timeframe.  I suggest 26S5 (when it goes on CCO
in a few weeks) or the latest 27S throttle for this if you are
in 12.0S code.

For 12.3 go with the latest mainline on CCO and it should have
the fixes I'm thinking about.
