04206 is definitely fine dialling some 100 other routers in several countries from US to South Africa and I've also verified the DoV-stuff within Germany successful..
I'll contact the Mauritius guys again, maybe they really have some "data-option" there..

Ok so if you can make a loop call to yourself, on both sides?

Either way, end-to-end, your receive path on 4206 is broke.  You never
see any CONFREQs coming in, and on 4306 you see stuff coming
in/out...but it never makes it to 4206.

Explain this to the telco and hopefully they can figure out what is
broken.
