[c-nsp] 12.3 mainline on 7204 non VRX

NPE-200 will work. but you are memory limited on the NPE-200 (128 megs
of memory), so i would recommend the NPE-225 (256 megs of memory
and will work on a VXR and non-VXR chassis)
