[c-nsp] PA-2FE-TX speed

We have the single port version of the card, the PA-FE-TX, and it will 
definitely NOT do 10mbps.  There is no speed command because it only 
recognizes one speed-- 100mbps.
You'll have to get your ISP to rate-limit your 100mbps port to 10mbps.
