Hmm, are you running VTP transparent? (You should be).

As I recall, the trunk to the RSM runs ISL, not 802.1Q, and ISL
trunks only support VLAN IDs 1-1000.

I guess you could work around that by mapping the high 802.1Q
VLAN ID to a low ISL VLAN ID ('set vlan map'), but only for a
few VLANs.
