[c-nsp] PA-2H and hardware revision

Notwithstanding the asking prices that some folks seem to believe they
can get for a PA-2H Rev B, when offered with no reserve they seem to
be go for somewhere between $10 and $70 on eBay.

Cisco used to have an upgrade program for these, but it's long since over.

Keep it around though; never know when it might come in handy in a
non-vxr 7206 in the lab.
