interesting, we've had horrible performance due to packet-out-of-order
on our 2xt1s (2621) w/ cef per-packet enabled.

which ios in particular as far as bug(s) goes? has anyone done analysis
on CPU usage for CEF per-packet vs CEF MLPPP?
