it has been said multiple times before, per-packet load balancing
causes more pain than it resolves. if the tdm-lines doesn't share
the exact same route in the sdh/pdh-network the packets will have
slightly different latency, and out-of-order packets *will* occur.

flow-based load balancing works much better. ok, you don't get
100% equal load distribution, and you can't fill the aggregate
line with one flow, but's that's easy tradeofs in my opinion.
