I have a 7206VXR with an NPE-G1 and 256M running 5400 VCs over two
OC3s, with about 2400-2500 active at any one time.

Ranges will significantly cut down on the size of your config.  You
can specify different vc-classes using pvc-in-range, but like Roger
said, static IPs won't work.  We either put them in a separate VC
outside the range or assign the static via DHCP.

12.3T works well.  This box is actually running 12.4(1a).  12.2(15)T5
seemed to work well, also.

Absolutely do no try to do NAT on the same box, it will only lead to
pain.
