Dan,

Is this in the lab?

If so, I'd suggest going with 12.0(27)S4 on CCO.
I've tested that a few times and have had
good luck with it.

Make sure you have:

SLCR enabled
dCEF enabled and running to all cards (sh cef linecard)

How are you forcing the switch?

Do it via:

Router#redundancy ?
Redundancy exec commands:
force-switchover Force a switchover to the standby route processor
  reload Redundancy Facility (RF) reload
switch-activity Redundancy Facility (RF): Switch activity to standby unit

redundancy force-switchover

If it's no working get the console logs from both
the active RSP and backup RSP when you do the switchover.

Oh, and make sure both RSP's are of the same type and have
the exact same amount of memory in them.

Let me know how it goes.

Rodney
