Since it's in the lab can you try a couple
things:

a) Take out the VIP2-50
b) How much memory is on the 4-50's?
c) What does: sh cef linecard say?

d) Turn CEF back on for Fas2/0/0. You have
   turned it off:

> interface FastEthernet2/0/0
> ip address 10.0.6.53 255.255.255.0
> no ip directed-broadcast
> no ip route-cache cef

I don't think this has anything to do with it
but can you move the disk to disk1: for the
RSP in slot 7 just so they are the same.

Then capture:

sh run
sh redund
sh cef linecard

Do the force switchover and capture the console
output from both RSP's.

After it's cut over get:
sh redund
sh redund history

If you can get me console access to the RSP's
I can look at it with you.
