[c-nsp] Limiting incoming rate on Catalyst6509

Where are you seeing it say 400Mbps, on the show 
interface counters? If you are this is expected 
to be 400Mbps or even a 1Gbps for the interface 
counters since they are pre policing. What does 
show policy interface a/b indicate?
