What are you trying to achieve with the tunnel?

Anyway, create an access list on the 4500 and the Internet router to 
match any GRE traffic, and do a "debug ip packet <x> detail" to see if 
the GRE packets are getting through.

You could also try setting the tunnel to use IP-IP.
