When you boot it up, they should all light up, one way to make sure they
LED's aren't burned out.  :)  Otherwise, unless you are running a ton of
traffic or have a spanning-tree loop or other anomaly, the CPU is fairly
idle and the LED's are dark.  We have some switches with just the first
LED going, those have about 300-400Mb sustained through them.
