[c-nsp] IP precedence and ip qos dscp

hey dear all

right now i m goin thru some QOS thing and encounter the above mentioned 
terms

IP precendece and IP QOS DSCP. can neone explains wat this do when executed 
on CLI

and wat does "ip precedence 5" do generalize.
