[c-nsp] 3750 reboot mystery

Hi Matt
I have been looking into this switch software recently and notice that
Version 12.2(25)SE is actually now deferred - boot issues and sh cdp
neigh causes crash.
Not sure if this is your issue. Hope this is useful
