[c-nsp] Switch recommendation

Not sure what pre-wimax gear you are using, but our Alvarion radio gear 
supports tagged VLAN and the CPE can untag if desired. I'm working on 
setting up separate VLANs for seperate customer groups. Then each 
VLAN can have it's own router to the internet or corresponding 
agency office. Non-roaming users can use a routed netblock at each BS, 
and mobile users will use various layer2 vlans. Since we have more 
non-roamers than roamers, it should give us the benefits of a routed 
network for the fixed customers, and the benefits of the flat network 
for the smaller number of roaming users.
