Maybe that's an option (although it would require a lot of changes at
product definition level)... but we already have seen "fixed" customers
"roaming" between two BS while their CPE did not move at all - this happens
when they are at the limit of two BS coverage areas, and due to radio magic
the CPE decides that signal is not strong enough anymore, so it de-registers
from the BS and re-registers to another... we cannot tell those customers to
buy a "roaming" subscription while they don't move at all!
