A user might roam but most won't. Could you configure 1 VLAN per
base-station, attach each user to its most likely VLAN, route between
base-stations at L3 and provide roaming support on the 99 other base
stations ? Could be a host route announced by the base station that is
receiveing a user that got an IP from another base station. A renewal
would always give an IP that belongs to the base station that he/she
is currently attached to.
