Something is wrong with your 3640. Like "packets traveling slow path".
A 3640 can do better - as per the performance.pdf, to-be-expected
performance with 64 byte packets is 25-35 Mbyte/sec. Real-worlds packets
are bigger, so the throughput will be higher.
