[c-nsp] short e1 flaps

Hi,

When checking the logs, I noticed that on two of my routers, there were
logs regarding e1 down/ups.

My guess is the card loses synchronization with telco for a very short
time (<1 sec) and regains synchronization. Is there anybody else out
there experiencing this ?
