Actually, the RD or Route Distinguisher is just that....a way distinguish
between the same route in different VRF instances.  It's local to the device.

RTs or Route Targets are more commonly associated with MPLS and specify
what extended communities should be attached to the routes when transported
via MP-BGP.  They are also used as the match criteria for which routes from
the complete collection of MP-BGP routes available should be imported into
a VRF.
