[c-nsp] Really need help with atm vc-per-vp on NM-4T1 3640

On my 3640, I have to re-enter the command at each boot for the
interfaces because it won't save in the startup config.
dsl-atm.a10.dc(config)#int atm1/0
dsl-atm.a10.dc(config-if)#atm vc-per-vp 1024
dsl-atm.a10.dc(config-if)#^Z
dsl-atm.a10.dc(config)#int atm1/1
dsl-atm.a10.dc(config-if)#atm vc-per-vp 1024
dsl-atm.a10.dc(config-if)#^Z
Then I have to reenter customer's configs. 12.1(5)T15 is what I am
running.
