No, these timers are not configurable.

Hmm, if I recall correctly, we transition after 20 sec from Idle to
Active and try to establish a connection after 10/30 secs (i/eBGP,
jittered). For non-directly connected hosts, there are some more timers
involved (ConnectRetry).
In 12.3(14)T and late 12.2S, this got sped up a little after a manual
reset..
