[c-nsp] configuring access-list on 3550

The 3550 doesn't have support for access-list ACE counters, but you can get 
a global count of drops.

R3550# show access-lists hardware counters
Input Drops:             0 matches (0 bytes)
Output Drops:            0 matches (0 bytes)
Input Forwarded:         256882503526 matches (131082617495858 bytes)
Output Forwarded:        256597450317 matches (131032452611737 bytes)
Input Bridge Only:       22160630 matches (5731881679 bytes)
Bridge and Route in CPU: 0 matches (0 bytes)
Route in CPU:            14347867 matches (2675764573 bytes)
