[c-nsp] logging interface up/down events - not working?

I could but that's not going to get me what I was looking for. I want
messages like:
Jul 11 13:31:43.598 PDT: %LINEPROTO-5-UPDOWN: Line protocol on Interface
GigabitEthernet4/19, changed state to down
to show up in syslog or on the terminal (after 'term mon').
