Have you gone through the basic "eliminate the options" troubleshooting?
Since you've got two GEIP+s, it should be easy:

1) Switch around the GEIP+s. Does the error follow the card, or live on
the same slot?
2) Move the GEIP+ to a different slot. Do you still get the error?

How much latitude do you have to boot some different IOS versions to try
them out?
